Pennsylvania Shooting Uncovers Rival Sex Trafficking Operations Running Between NYC and Norristown

NORRISTOWN, PA – A drive-by shooting between two alleged sex traffickers has led investigators to uncover competing prostitution operations that transported women between New York City and suburban Philadelphia, according to court documents filed this week.

Police arrested 24-year-old Efran Flores-Rodriguez on charges stemming from the Feb. 13 shooting of 42-year-old Fernando Meza-Ramirez on Sandy Street. Flores-Rodriguez allegedly shot Meza-Ramirez in the leg during what investigators now believe was a territorial dispute between rival trafficking operations.

The investigation expanded after authorities discovered both men were allegedly operating separate prostitution rings using the same transportation route between New York City and Norristown, Pennsylvania.

Montgomery County SWAT officers executed a search warrant at Flores-Rodriguez’s Jacoby Street residence on Tuesday, where they recovered a female victim who told investigators she had worked for both men in separate arrangements. The woman said she was transported to clients and received half of the proceeds from each encounter.

According to the victim’s statement, Meza-Ramirez had been running his operation in Norristown for approximately five years before Flores-Rodriguez began competing for the same territory. The woman told police both men arranged her transportation between her New York home and Pennsylvania clients.

Neighbor April Montanez, who lives adjacent to the Jacoby Street property, said she had noticed suspicious late-night activity for approximately two months before the arrests. “This block has been very quiet until they started coming around,” Montanez told local media.

Montanez described hearing people entering and leaving the residence at all hours, including 2 a.m. arrivals that concerned her family’s safety.

Police said Meza-Ramirez was in the country illegally and believe Flores-Rodriguez may also lack legal immigration status. Both suspects were denied bail and remain in custody at Montgomery County jail pending trial.

The investigation remains active as authorities work to identify additional victims and determine the full scope of both alleged trafficking operations.
