Chilean National Arrested in Connection with Houston Burglary Ring Targeting 60+ High-End Homes

WEST UNIVERSITY PLACE, TX – A Chilean national has been arrested in connection with an organized burglary ring that has targeted more than 60 high-end homes across the Houston metropolitan area, using sophisticated counter-surveillance techniques to evade detection, police announced.

West University Place Police Chief Gary Ratliff confirmed that Ignacio Castillo Contreras was taken into custody in February 2025 for alleged forced entry into a residence. Officers found him in possession of jewelry and a radio frequency jammer, equipment commonly used by the South American Theft Group (SATG) to disrupt home security systems.

The organized crime network has been linked to burglaries across West University Place and surrounding counties, with seven confirmed break-ins occurring in the city alone since January 2025. Investigators say the suspects follow a consistent pattern, targeting second-story windows at the rear of homes between 7 and 9 p.m.

According to police reports, the burglars use ladders or patio furniture to access upper floors, then break glass or pry windows open with screwdrivers. They systematically reposition security cameras and deploy signal jammers to disable alarm systems and Wi-Fi networks before stealing high-value items including designer purses and jewelry.

Chief Ratliff told residents at a Wednesday night public safety meeting that the criminal organization operates with sophisticated methods. “Most of these folks, they’re pretty intelligent,” he said. “They’re using burner phones, they’re using other information that makes it very difficult to follow.”

Police have also identified Christian Mauricio Rubio Pizarro as a person of interest, though no charges have been filed against him in connection with the burglary ring. He remains jailed on an immigration hold while facing unrelated charges in Houston.

The investigation extends beyond Texas, with authorities in California, Florida, Wisconsin and New York examining similar cases potentially linked to the same organization. Federal agencies are coordinating the multi-state investigation into what appears to be a nationwide operation.

In at least one incident, residents were present in their home during a break-in, though they did not encounter the suspects. The burglars typically carry stolen items away in pillowcases and backpacks to avoid detection.

The case remains active as law enforcement agencies work to identify additional suspects and prevent further burglaries in affected communities. Authorities are urging residents in targeted neighborhoods to review their home security systems and report any suspicious activity immediately.
