IRVINE, CA – A California couple who had 21 surrogate-born children taken into state custody amid child abuse allegations has since welcomed at least five more babies through surrogates, according to investigators.
Guojun Xuan and Silvia Zhang came under scrutiny last July when police raided their home following reports of possible child abuse. All 21 of their children, most of whom were born via surrogate, were removed and placed in state custody as the investigation began.
The couple was arrested but later released. Since then, they’ve had at least five additional babies born through surrogate arrangements.
Xuan and Zhang are now fighting for custody of all their children while simultaneously pursuing legal action against some of their surrogates, according to court documents.
The unusual case has raised questions about how such a large family came to be and what oversight exists for surrogacy arrangements in California. Details about the specific abuse allegations haven’t been publicly disclosed.
Child welfare officials are continuing to monitor the situation as the legal battle unfolds. The couple maintains they’ve done nothing wrong and are seeking to reunite their family.
The case highlights the complex intersection of reproductive technology, family law, and child protective services. California has some of the most permissive surrogacy laws in the country, making it a popular destination for intended parents seeking to build families through gestational carriers.
How the couple managed to arrange for so many surrogate pregnancies, and whether any fertility clinics or agencies face scrutiny, remains unclear.
The investigation is ongoing, and no criminal charges have been filed against the couple as of this week.
