MCKINNEY, TX – A former city manager of this Dallas-area suburb and his wife were found shot to death in their home Sunday morning, with their 34-year-old son now in custody after police shot him during an armed standoff.
Leonard Ragan, 73, who served as McKinney’s city manager from 2008 to 2010, and his wife Jackie, 72, were discovered deceased in their living room after family members reported not hearing from the couple for several days.
Their son Bryce Ragan is the primary suspect in their deaths.
When McKinney police officers arrived to conduct a welfare check, they found the elder Ragans already dead. Bryce was located in a bedroom, holding a handgun.
Officers ordered him to drop the weapon. He refused.
Two officers opened fire, striking Bryce multiple times. He was transported to a hospital where he was listed in stable condition. Both officers involved in the shooting have been placed on administrative leave pending an investigation, standard procedure in officer-involved shootings.
No charges have been formally filed against Bryce Ragan, though police have identified him as the suspect in his parents’ murders. The investigation remains active.
McKinney City Manager Paul Grimes released a statement expressing condolences on behalf of the city Leonard Ragan once led.
“Mr. Ragan served the McKinney community from March 2008 to June 2010. Our condolences and prayers are with the family,” Grimes said.
Police have said there is “no ongoing threat to the public” and have not disclosed what may have motivated the killings. The Ragan family had lived in the McKinney area for years without any public indication of trouble.
Leonard Ragan’s tenure as city manager came during a period of significant growth for McKinney, one of the fastest-growing cities in Texas. His violent death has stunned former colleagues and residents who remember his service.
