Ohio Man Who Posed as Teen Boy to Exploit Vulnerable Girls Sentenced to 26 Years in Federal Prison

MIDDLETOWN, OH – A 53-year-old man who created a fake identity as a 14-year-old boy to prey on emotionally vulnerable girls across seven states has been sentenced to more than two decades in federal prison.

William Scott Elam of Middletown was handed a 26-year sentence on November 20 after pleading guilty in July to 10 counts of coercion and enticement and one count of sexual exploitation of children. The sentence reflects the calculated and cruel nature of his crimes.

Federal prosecutors painted a disturbing picture of Elam’s predatory operation. He deliberately targeted girls between the ages of 10 and 16 who exhibited signs of self-harm or struggled socially – specifically seeking out the most vulnerable children he could find.

Using his fake teenage persona, Elam would establish trust with his victims before manipulating them into producing sexually explicit content. His tactics were particularly insidious. When he discovered one victim had a history of self-injury, he pressured her to harm herself on video. He threatened to hurt himself unless girls complied with his demands for explicit material.

To amplify his manipulation, Elam created a secondary fake identity – a teenage “cousin” of his original persona – to further control his victims. When manipulation alone didn’t work, he resorted to blackmail, threatening to expose nude images to victims’ families if they didn’t cooperate.

His crimes spanned multiple states and destroyed numerous young lives before investigators caught up with him in October 2023.

U.S. Attorney Dominick S. Gerace II condemned Elam’s actions in stark terms. “Predators like Elam hide behind a computer screen while preying on vulnerable children,” he said, emphasizing that consequences for such crimes are very real despite the digital distance offenders try to maintain.

The lengthy sentence ensures Elam will spend a significant portion of his remaining life behind bars. He will be nearly 80 years old upon release, assuming he serves his full term.
