14-Year-Old Girl Found Dead in RV; Relative Charged with Murder and Sexual Assault

VANDALIA, IL – A 14-year-old Illinois girl was found dead inside an RV behind her home hours after being reported missing, and a 43-year-old relative has been charged with her murder in a case that has shocked the small community of Vandalia.

Kylie Toberman went missing from her home on Thursday and was discovered dead later that same day in an RV located on the property where she lived with her adoptive mother and two sisters.

Arnold Rivera Jr., 43, who lived in the RV behind Toberman’s residence, has been charged with first-degree murder, aggravated criminal sexual assault, and concealing a homicidal death. He is being held without bond, with arraignment scheduled for Monday.

According to investigators, Rivera sexually assaulted the teenager and then strangled her using jumper cables. He subsequently concealed her body by placing it inside a tote, where she was later discovered by authorities.

The case has revealed troubling details about Rivera’s criminal history. In 2000, he was charged in Macon County with burglary and child sexual abuse involving victims ages 9 to 16. However, that case was dismissed in 2001, allowing Rivera to remain free.

Toberman’s biological mother spoke out following the tragedy, expressing her profound grief. “She didn’t deserve this,” she said, struggling to comprehend the loss of her daughter.

The living arrangement that placed Rivera in close proximity to Toberman has raised questions about background checks and family safety. Rivera’s residence in the RV behind the home gave him regular access to the property where the teenager lived.

Vandalia, a small city in south-central Illinois with a population of approximately 6,500 residents, has been shaken by the brutal crime. Community members have expressed outrage that someone with Rivera’s criminal history was living near children.

Prosecutors are expected to pursue the most serious charges available against Rivera, who faces a potential life sentence if convicted of first-degree murder. The aggravated criminal sexual assault charge carries an additional sentence of 25 to 50 years in prison.

Authorities have not disclosed whether Rivera had any familial relationship to Toberman’s adoptive family or how he came to live on the property. The investigation continues as prosecutors prepare their case for trial.
